The Municipal Institute of Housing and Renovation of Barcelona (IMHAB) participated in two of the presentations at the II International Meeting on Protected, Social and Affordable Housing, within the 20th edition of the Mediterranean Real Estate Exhibition (Simed), held in Malaga. During the talks, the experience in industrialized construction in public housing developments in the city has been valued and the role of mediation and conflict resolution played by the Intervention Service for the Wellbeing of the Communities of Barcelona (SIBEC) was explained.
The IMHAB was represented by Gerard Capó, Manager, Joan Carles Melero, Director of Technical Services, and Griselda Fernández, Director of Public Stock Management Services.
Technical conference on industrialisation in the construction of social and affordable housing
In his speech, Joan Carles Melero discussed the advantages of industrialised housing, a system that Barcelona City Council has strongly promoted in recent years in order to have more public and more sustainable housing in less time.
With industrialisation, the delivery time of the works is reduced thanks to the single tender model for the project and the works, in which the construction company and the architecture firm work together from the beginning of the project. In addition, some processes are carried out in parallel in the factory and the parts are then transported to the site and assembled. With this system, developments can be completed two years earlier than with the conventional model.
Presentations by the winners of the AVS Awards: the Intervention Service for the Wellbeing in Communities of Barcelona (SIBEC)
Last May, the Spanish Association of Public Housing and Land Managers (AVS) presented its annual awards, and in this edition of Simed several sessions were organised in which the winners explained their project. Among them was SIBEC, which was awarded in the category of Best Achievement in the Administration and Management of Social Housing, in recognition of “the uniqueness of this innovative model of diagnosis and intervention” in the event of conflict in the buildings managed by IMHAB.
Griselda Fernández, Director of Public Stock Management Services at IMHAB, explained the function of the SIBEC and the objective for which it was created. The session was moderated by Gerard Capó, manager of IMHAB and member of the Permanent Committee of the AVS.
SIBEC was set up in June 2023 with the aim of identifying problems, monitoring proposals for improvement and promoting preventive measures to avoid incidents.
The service is divided into five groups (corresponding to five blocks of flats) and four intervention teams, which work to prevent and resolve conflicts in the community, reduce late payments, provide social support and prevent evictions.
