The new public housing development in Illa Glòries is in the final stages of becoming home to more than 200 families. The process of allocating the flats to people who are on the Barcelona Social Housing (HPO) Applicants Register who meet the conditions for access is currently being finalised.
The selection of the people who will be able to opt for the Illa Glòries flats will be made by draw, in accordance with the regulations. Below we explain everything you need to know to take part in the draw:
1. Three different calls have been published for the promotion of Illa Glòries:
a) Illa Glòries affordable rent, 72 homes.
b) Illa Glòries surface rights, 113 homes.
c) Illa Glòries social rent, 16 homes (rent can be subsidised according to income).
In each call, several houses have been reserved for specific profiles, such as people under 35 years of age, single-parent families, people in need of adapted housing, territorial reserve and the rest for the general contingent.
2. In order to be eligible for the flats, it is necessary to meet the common requirements of all the calls for applications:
a) It is necessary to be registered in the Barcelona Social Housing Applicants Register before and including the 7th of January 2025. People registered after this date will be able to apply for subsequent calls for other promotions in the city.
b) Be registered in Barcelona at least one year continuously since 7 January 2025.
c) Not own a home.
d) Submit an application to participate in the call for applications in which the requirements are met before the following 17 January at 14:30.
3. It is also necessary to meet the specific requirements of each call:
Affordable rent:
- Cohabitation units: from 2 to 7 members, except for the territorial reserve which is from 1 to 7 members and the contingent of need for adapted housing which is from 1 to 4 members.
- Income according to the fiscal period of the year 2023 from €17,000 or €23,000 (according to the contingent – see bases -) to €57,000.
Surface rights:
- Cohabitation units: from 1 to 7 members, except for the contingent of need for adapted housing, which is from 1 to 4 members.
- Income for the fiscal year 2023 from €29,000 to 6.5 times the weighted IRSC, i.e.: €74,577.07 (1 member) to €82,864.41 (4 or more members).
Social rent:
- Cohabitation units of 2 to 7 members, except for the contingent of need for adapted housing, which is 1 to 2 members who are a couple.
- Income: From 0 to €23,000, corresponding to the fiscal year 2023. At the time of allocation, a minimum income of €4,000 per year must be demonstrated.
4. How and when can I submit the application for participation?
It can be submitted until 17 January 2025 at 14:30 via the website of the Barcelona Register of Social Housing Applicants, using the links below:
An application can be submitted for each of the three calls if the eligibility criteria are met. Once you have submitted your application, you will receive an email confirming your submission.
5. To complete the application form, you will need a reference number from the Applicants Register. How do I get it?
The reference number is listed in alphabetical order in the participation lists of the three calls.
6. How do I know if I can participate in one of the three calls?
You can check if you are on the participation lists mentioned in the previous point. In addition, in the last few days, SMS have been sent to people who a priori meet the conditions for participation, informing them of the start of the Illa Glòries call for entries, with a link to the application form.
People who take part in two calls will have received two SMS and will appear twice on the participation lists.
7. If I have not received an SMS and I am not on the provisional list of participants, what should I do?
People who do not appear on the provisional lists of participants do not participate because, in principle, they do not meet the requirements of the calls with the data that appear in the Barcelona Social Housing Applicants Register.
If you disagree, check the conditions of participation in the published bases of the calls as well as in the Register.
If you find any discrepancy, you can send an objection to the following address: allegacionsconvocatorieshpo@bcn.cat, indicating the following data and attaching the corresponding documents: name and surname, DNI/NIE, file number of the Applicants Register, name of the call and reason.
This mailbox will be inactive until the start of the objection period, which will be the day after the publication of the provisional lists of those admitted to participate in the three Illa Glòries calls. These lists will be published on the website of the Barcelona Social Housing Applicants Register.
8. Can a member’s cohabiting units take part in Illa Glòries?
They can only participate in some of the groups or reserve contingents of the calls. The bases of the calls define the conditions of participation. Among them, the number of members of the cohabitation unit is configured based on the characteristics and the number of homes in the promotion, the number of bedrooms and the maximum occupancy threshold.
In the case of the Glòries promotion, it is a member’s household that participates:
- In the reserve groups or contingents for people in need of adapted housing for Affordable Rent, Surface Rights and Social Rent.
- In the territorial reserve for Affordable Rent and Surface Rights.
- In the reserve groups or contingents for people under 35 years of age and general Surface Rights.
9. When will the provisional lists of candidates admitted to the three calls be published?
In the second half of January. The objection period will start the day after its publication.
