The Barcelona Housing Consortium has launched a call for grants to private housing management organisations to house people in a situation of economic and social hardship and at risk of housing exclusion. 24 million euros will be allocated between 2024 and 2027 (6 million euros per year).
This is the first time that these grants have been announced, replacing the old agreements with the entities. The aim is to stimulate and increase the number of social housing units in the city, offering a solution to citizens who do not have access to decent housing or are at risk of losing it.
The beneficiaries of these grants are non-profit organisations that are the owners or holders of a house that they have placed at the disposal of the Barcelona Emergency Board or the ‘Primer la Llar’ Service. The legal bases provide for the following exceptions:
- Publicly-owned dwellings managed or administered by the Generalitat de Catalunya, the Barcelona City Council or other public bodies.
- When the owner is obliged to offer:
- A social rent in relation to the dwelling, in accordance with current regulations.
- A lease or other public law obligation based on the general interest to the occupants of a dwelling that is in danger of being lost.
According to Joan Ramon Riera, Housing Commissioner of Barcelona City Council, “it will allow 450 homes to be transferred from the private market to the public housing stock, while at the same time providing services to the most vulnerable families”.
Applications must be submitted on a standard form, duly formalised and signed by the organisation(s) requesting the grant. In addition, they must provide a standardised list of the dwellings that they make available or have made available to the Barcelona Emergency Board or the ‘Primer la Llar’ service, as well as a duly signed declaration of responsibility, in accordance with the standardised form, certifying that the applicants meet the requirements set out in the legal bases.
The managing entities that obtain the aid will receive:
- A subsidy for the payment of the difference between the rental fee or rent of the dwellings and the rent that the cohabitation units should pay, according to the amounts established in the regulatory bases.
- A subsidy to cover the costs of management and maintenance of the dwellings, according to the amounts established in the regulatory bases.

Interested entities may submit applications until 30 September 2024 at 14:30 (the deadline for accepting applications for grants may be earlier depending on the availability of funds).
